when a person tell you “a penny for your thought”, what does this person mean? Is that a comment or a boo?

It is a comment and it means What is on your mind? It’s not a million dollars for your thought because its like…if you dont want to tell me thats cool so heres a penny do you want to tell me or not..and if yu dont you figure….hey it’s just a penny…its a figure of speech so there is no REAL money involved

It is not a boo, it is just an attempt to get you to say what’s on mind or what your perspective on a subject is. “penny” is not an attempt to place a monetry value on quality or otherwise of your thought. It is just a very old English expression. Who determines waht thoughts are worth anyway? Relax
Compare: “This is the million dollar question:…?” it doesn’t mean the question is worth a million, it is just a figurative expression.
