It means that in order for a piece of writing, be it in a magazine or study journal, to be clearly understood and easy to read for everyone, it must be kept simple (i.e. with no jargon). A prerequisite is something which is required beforehand. In this case it is included to indicate that the first thing that should be going into your writing is that it should be easy to read and understand.

I’ve worked with a lot of people who try and impress with big words and complicated prose – in the end they appear pompous, not smart.

By keeping your words simple and to the point, reading is easy, comprehension a breeze and you’re much more likely to keep your audience through the end.
