It sounds like an insult–as if the person is
A) wearing a pattern typically found on a piece of furniture, or
B) overweight, and has clothes so large they could upholster a couch.

The implication is that the dress pattern is the same as an ugly couch. Couch patterns tend to be, well, heavy and floral, hardly the light and lovely patterns normal for a dress. The insult can also refer to the fabric, but in my experience that is a little too sensitive for the kind of oafs who would use such an insult.
The witty comeback is “Hey, how do you know so much about decorating and dress design?” with the implication that the speaker is inappropriately feminine.

Uhmmm. Yes! This is definately an insult. It is a comment about the way someone is dressed. It refers to a terrible fabric and or large volume of fabric. Another nickname : Tent Lady If a student has used this in class it should be considered disrespectful and handled accordingly.

It’s a sarcastic way of insulting someone by implying their dress looks like material someone would use for a couch. If someone said it to you don’t worry about it, just wear what you enjoy and be glad you are unique and don’t have to wear something just because someone else does.

It’s an insult, as they are implying it looks better on a couch than a person

That’s an insult, alright.
It means their attire looks like someone cut the pattern from furniture.
