how do you put quotation marks in a quotation?
For example: ” ‘He said’ ” Is this right?

It used to always be: “What does ‘he said’ mean, she asked.”
(The double quote marks on the outside, the single on the inside.) Now I sometimes see it the other way around in books: ‘What does “he said” mean, she asked.’
The first is still more common, but in either case, one set of marks is single, and the other double.
