depends could be either or or both.

According to the OWL MLA Formatting and Style Guide at Purdue University, the punctuation (such as a period or comma) should go inside the quotation marks when the punctuation is part of the quote, or outside the quotation marks when the punctuation is not part of the quote. For example, you could say:

Susie said my pants were “blindingly ugly”, but I think they’re hip.

OR

Susie said, “Those pants are blindingly ugly.”

Most common American convention is to place the period, exclamation point or comma inside quotation marks. This includes quotation marks around titles and phrases.For example: Although he looked scared, the boy said he was “ready to roll.”

Place the question mark ouside of quotation marks, unless you end your sentence with a question mark that belongs with the title or phrase that is enclosed within the quotation marks.

For example: My favorite movie is “Who killed Roger Rabbit?” Did you see “Superbad”?
