It seems to be a Southern U.S. regional saying of obscure origin. See Sources for a few helpful discussions.

The word is usually spelled “harelip,” by the way. Several variations of the phrase have been noted, including “I’m gonna do it if it harelips hell” and “I’m going to do it even if it harelips all the hogs in Texas.”

Basically it means “regardless of any consequences.”
