I don’t think it comes from the Art of War, as I read it again recently looking for it. Just wondering because I see it all over the web, but never sourced.

I have not found your answer but have a suggestion which may help.
It seems that the only surviving work of Sun Tzu is The Art of War, so I would concentrate on seeing if the quote is from that work or not.
I searched the etext of the 1910 Lionel Giles translation of The Art of War on gutenberg.net and there was nothing like that quote to be seen there.
It might be helpful to scan a few other translations in your local state or university library. On the shonshi.com page given below, you will find a good list of the other English translations of this work.
