Practice reading newspapers, some good information, book and novels………..all these help you to speak English fluently.
Read newspaper daily, it will help you a lot!

Your best way of improvement is just practice every single day. Start from the simple things then move on with the harder things. For example:
1) read books for toddlers..then slowly move on to harder books
2) when traveling or just going out, read the road signs, read whatever that is around you.
3) Get someone to help you
4) Why not take a class and work with someone

In order to speak well you need also to listen well. Therefore I would suggest that you turn on to English programmes on TV as well as radio. Speak well with a lot of oral practises with your friends/colleagues and classmates if any.
To write well would need you to read story books. If you can borrow them from a public library, please do that. Furthermore, reading the newspapers everyday will also help – at least in your grammars/tenses/vocabulary and usage.
If you have someone helping you, do more essay writing and make use of the phrases you learnt from reading story books and the newspapers. That will also help.
