Get a job, make some money by babysitting, take a class at a local college, explore hobbies (like photography, writing, art, gardening, dancing, cooking, birdwatching, w/e.)

Either get a job, or do volunteer work to keep you busy. Anyone who is bored, it is their own fault, no one elses. There are plenty of things to do, you just need to get out and do them!
