I do not believe that a D in English could be qualified as really good. In fact, a D in any subject would be considered as below average. It should be possible for you to raise your own personal standards, and not accept such a low grade. It should also be possible for you to sit down and do a little more studying. How do expect to meet and compete with your peers if you are not able to obtain passing grades on such a simple subject?

I think you are stuck in the lower level since the deciding factor, as you say, was the summer exam…sorry

first of all, your grammar is poor. you did WELL not GOOD. work on it, a lot more, and perhaps you will advance to the next grade. I am an English teacher, 10th and 11th grade, so trust me, if you are failing in this area, it is you grammar…. ouch!
