Without a Phone, and only Internet, access; how can someone contact 911?
Have just been witness to an individual acting really unbalanced, but not having phone with, I could not call the police. And even though he’s yelling his head off, security guard and other employees just stand there. Some keep commenting on calling 911, but no one has done so apparently.
If this man were to get violent, how would I get the police here? I mean in a WORSE CASE SCENARIO, I guess I could let it be known through YahooAnswers and someone could contact authorities. Is there any other way to get help through Internet in an emergency?

tell a neighbor, if you have some kinda of Instant Message, tell someone on there, they most likely no where you live, and they could help..
you should get a phone of some sort, even a cell for emergencys only….what if something terrible were to happen to YOU…save money for thngs you apsolutly need..not go on a billion shopping sprees or anything..

I believe it is possible to make a 911 call with Skype. It’s an online chat program that has the ability for a person to make low cost calls to people’s telephones using just a microphone. You should be able to use that to call 911 without it costing.
Other than that, not sure. I do believe i’ve seen it done in movies (I think Scream did it) but not sure if there is a 911 website for it.

you are at your local police station, ask for their email add.
