Which one of these is a U.S. Citizen! I really need help!?

1) someone who was born in germany who’s dad was in the U.S. army there.

2) a woman from israel who has lived in the U.S. for 20 years with a work visa and both her kids were born here.

or 3) something about a someone with a greencard idk the whole sentence.

please help idk the answer!

I am not a hundred percent sure but I’m guessing 1 and 2 are both citizens. 2:00 pm in Spanish is “a las dos de la tarde”.
