I don’t understand why there should be a different criterion for Indians, unless universities in Dubai are segregated according to race or religion–in which case, do you really want to attend these?
For an egalitarian university with MBAs which are recognised internationally, highly regarded, with top quality materials and a flexible study schedule (you study by distance in your free time at home, so you can continue working), I would recommend the Open University, UK.
