Usually a college refers to a 2-year institution from which you have to transfer to a University, a 4-year institution. As far as I know college may also refer to private liberal arts institutions =)

I believe the difference between a college and a University is that universities are typically larger; and made up of smaller specialty schools, such as: School of Medicine or a Business College.

In this case, one can also assume that the average university has a larger student population than the average college.

In modern times, A college is a place of higher education that does not offer any sort of graduate-level degrees (M.A., M.S., J.D., Ph.D, MBA, etc.)., whereas a university does.

A university will usually be composed of a number of smaller colleges, such as the college of medicine, business, liberal arts, etc., but this isn’t the same thing as when someone says “liberal -arts college”. In that case, those schools are not part of a larger institution, but are smaller schools that focus on undergraduate degrees, and not post-graduate study.
