What is “flag rank” in this context?

The Goldwater-Nichols Act created a unified military establishment and, among other things, laid the foundations for a “joint” military. It created incentives for interservice collaboration (such as requiring joint service to achieve flag rank) and promoted joint training and development.

Flag rank refers to generals or admirals. The phrase comes from the flag with stars that general officers (or admirals) are entitled to fly or use on their personal items such as stationary.

For example: these officers are “flag” officers … Brigadier General (one star), Major General (two stars), Lieutenant General (three stars), General (four stars), General of the Army (five stars – seldom used and none at this time).
