What does the symbol that is a letter E with a circle around it mean?

It looks like an anarchy symbol, but with an E.

Perhaps its a video game rating which means the game has a rating indicating that “Everybody” can play or that its safe for all family members to play without fear of adult content, nudity, profanity, etc.
