I believe you are referring to the 1847 law in Missouri that stated:
“Be it enacted by the General Assembly of the State of Missouri, as follows:
1. No person shall keep or teach any school for the instruction of negroes or mulattoes, in reading or writing, in this State.”
Several other states had laws with similar effect, and apparent intent, but Missouri seems to be the most repressive at the time.
