In general is early action only for people with higher gpas/sat/act scores than regular admission people?

For example I have a number of universities I really want to attend but fall slightly short on the average gpa scale. Should I apply early with a little lower GPA or wait to get it up to average for regular decision? Which provides me with the best chance of getting in

If I remember correctly, early decision might give you a slightly better shot (but by no means guarantees it) – however, with many schools if you apply early admission and are accepted, you are essentially bound into going. You are basically saying “This is where I really want to go, and if you take me now, I’m there.”

Again, this policy probably varies from school to school, but I would check it out before submitting multiple applications.
