I don’t know of a website but I do know of a program called Rosetta Stone. I don’t know if they have it in your country, but it will teach you fluent English.

If you don’t have access to that, I’d say keep going onto websites like English, American, and Australian websites so you can start to understand more English. If you have a local library, check out some English books, Cd’s, and DVDs. You can also choose English subtitles in movies that are originally made in your country. Keep an English dictionary with you at all times in case you don’t understand a word. Also, having a pen pal from an English speaking country is a great idea if you want to work on writing in English and if you want to learn about their culture.

Well Technically to be fluent in any language you at least have to live in that country for three or so years to interact with the people in there enviorment. That’s the only way you can say that you a fluent in any language. Other than that you can only just say that you speak that language. Its stuff like listening to the radio, reading books and interacting with the people. Some Cd’s and tapes are helpful also.

For spoken english, you got to be good listener first. You may like to listen to BBC, simple english movies etc. Then you need to practice speaking with people. For written english, read articles, newspapers, novels. Habit of email writing and chatting helps too.

go to online dictionaries and listen to the way words are pronounced, and play them over and over again, until it feels comfortable to you

i.e http://www.m-w.com/cgi-bin/mwwod.pl

also take a class, or if you are already in school, go to a tutoring session and let them grade/perfect your essays.
