If you have done student council in the past you should tell about that in your speech.
Why do you think you would be a good treasurer? If you have skills that are helpful for the job include those.
Are you going to be able to attend all the meetings? If it applies to you, say you don’t have much of a busy shcedule after school and that you are reliable to attend the meetings

Well you should include your previous history with the student council, if you have any. Also talk about why you feel you would make a good treasurer (such as you are responsible with money, etc.). It basically needs to say why you would make a good treasurer, so talk about things you are good at that relates to money, and possibly include some ideas for the future…
