demagogue: a person, esp. an orator or political leader, who gains power and popularity by arousing the emotions, passions, and prejudices of the people.
..would that make a “demagogue” a bad person? im having trouble defining exactly what a “demagogue” is.

Yes, being a demagogue is not a positive thing. The description you’ve given, for example, can describe Nazi leader Adolph Hitler who used the power of his oratorical skills to arouse animosity toward Jews in Germany and all over Europe.
