The value which the digit 7 contributes to a number depends on the position in the number of the 7.

In 2173, the seven has value 70.

In 0.4076, it has value 7 / 1000.

In 3 / 7, it has value 1 / 7.

In 19 / 74, it has value 1 / 70.

All the above numbers were written using base 10, as used in everyday life. Numbers can also be written in different bases.

Using base 8, for example, the 7 in 735 has value 7 * 8^2 rather than 7 * 10^2 which it would have in the decimal number 735.
