y=mx+b

m is the slope which is zero and b is the point where the line crosses the y-axis which is -3.

m= 0/3 (actually it’s 0 because 0 divided by anything is 0)

b= -3 (because if one of the points are (7,-3) and it’s a horizontal line, it would cross the y-axis at (0,-3)

y= 0/3x + -3 or y= 0/3x -3

or

y=0x + -3 or y= 0x -3

then

y= 0-3

y= -3 (final answer, most correct answer, this is what you would write down to get full credit in math class)
