round down when:

1. the digit following the last sig. fig. is a 0,1,2,3, or 4. eg: 23.64 becomes 23.6

2. the last sig. fig. is an even number and the number to the right is a 5, with no other nonzero digits, eg: 32.25 becomes 32.2

round up when:

1. the digit following the last sig. fig. is a 6,7,8, or 9. eg: 45.69 becomes 45.7
