I am not sure if Sarabroo… is sure of what she is talking about. America did indeed purchase Alaska from Russia for $7.2 million. And we agreed upon the sell by a proposal from Russian Minister in Washington, Edouard de Stoeckl. This is from the government funded web site: http://www.state.gov/r/pa/ho/time/gp/17662.htm

You can read this article here. Hope it is enough to get you going.

the section that grew to alter into Alaska became offered from Russian pastimes on October 18, 1867, for $7,2 hundred,000. The land went by a number of administrative adjustments earlier becoming to be an prepared territory in 1912 and the 40 ninth state of the U.S. on January 3, 1959.

Acquisition in 1867 by the U.S. from Russia of 586,412 sq mi (1.5 million sq km) at the northwestern tip of North America, comprising the current U.S. state of Alaska. The territory, held by Russia since 1741, was considered an economic liability, and in 1866 it was offered for sale. Pres. Andrew Johnson’s secretary of state, William Seward, negotiated its purchase for $7.2 million, or about two cents per acre. Critics labeled the purchase “Seward’s Folly.” Congressional opposition delayed the appropriation until 1868, when extensive lobbying and bribes by the Russian minister to the U.S. secured the required votes.

**Also a pretty lengthy and in-depth article on wikipedia about it. Check it out:
