Anyone can benefit for various reasons.

The original intent was because the FBI and CIA kept personal files on mostly high profile people and it wasn’t always know to them that a file was kept and what was in it.

FBI Director J Edgar Hoover kept one on our President John F Kennedy. Why? Leverage/power.

It allows the government to obtain information about anyone.

Without a court order they can listen to phone calls read their web pages and all E mails and everything else they put out on the Internet. Do surveillance of their homes and follow them without due process of law.

Which before you had to have a reason to do that and a very good one. But if by their E mail they suspect they are for the terrorists and against the USA they become suspect.
