The death penalty and executions in Texas. Texas sentences them and administers exectuions. Federal courts hear pleas that the convicted have had their rights trampled upon.

This is an example of power sharing between states and national government (federalism). Texas must follow the directives of Federal courts if they find instances of viliolations of constitutional rights. The federal courts do not have the right to change state laws as long as they are within constitutional framework.
