Economic factors play a HUGE part in the decisions that’s made about environmental issues and government policies on the matter. The Kyoto agreement is a good example. The fact that we still drive cars that use oil and petrol is also a very good example. Electronic cars and cars driving on alternative fuel has been developed but the cost of replacing oil/petrol cars with environmentally friendly cars is too big for our money hungry world. Besides the oil lords will not allow that as their biggest incomes will be affected.
Money first, environment second. For a more concise report, Google it, you will find many websites with full reports etc. that argue the matter for both sides.

Environment regulates the earths total ability to supply. Supply has value that is taxable, governments are financed solely with taxes, therefore, governments are controlled by the environment
