The Senate was originally made up of the first families of Rome; the Patricians. They made the laws, rather as our senate does, though they had a tribune of the people ( plebs ) who had veto power. The executive branch was the two consuls, elected by citizens for a one year term. The Senate also administered some of the provinces. After the beginning of the empire, the Senate lost most of it’s real power.

Rome was a republic, rich people were “elected” to represent the lower classes. They made laws and could impeach the emporer, much like our Senate.
