What is waste? It has something to do with the three anti-campaign?
The Three-anti Campaign was launched in Manchuria at the end of 1951. It was aimed at members within the Communist Party of China, former Kuomintang members and bureaucratic officials who were not party members.
The 3 antis imposed were:
corruption
waste
bureaucracy
…What exactly do they mean by “waste” in this passage? Also, what does bureaucracy mean.

bureaucracy means the rule of offices – in democratic systems however political power belongs to the people, and administrative offices are created only for the execution of legal rules not for political or other influences. In dictatorships the offices make all the rules and people have no say.
Waste is just anything that is wasted and losing money -could be wate of paper, time etc.
