“When he turned on the flashlight” is the dependent phrase – it’s just not in its usual order. You can tell because it cannot stand alone, whereas “They saw two black bats flying haphazardly through the air” is a perfectly good sentence all by its lonesome….

A subordinate clause and dependent clause are the same thing.

A subordinate clause will not form a complete sentence by itself nor a complete thought all by itself. Therefore it is attached to a main clause and requires the main clause.

A subordinate clause may begin with a subordinate conjunction.

Ex: When (he turned on the flashlight),
