Split-halves reliability is a way of measuring the internal consistency of a psychological test. If the items measure the same concept, theoretically, scores from one half of a test should correlate highly with the other half. There are other methods of measuring internal consistency; split-halves reliability is just the easiest one to calculate.

One note: since halving the length of a test reduces its reliability (all other things being equal, the longer a test, the more reliableit is), you have to correct for this when calculating the reliability.

There are other kinds of reliability, just to put this in perspective. For example, test-retest reliability measures the stability of scores over time, at least if the construct being measured is something that is supposed to stay consistent over time.
