a rhetoric device is a question used by the writter to engage the audience, without expecting an answer as such.

eg, in stories:

“john stumbled down the dark alley, looking around him anxiously, his eyes and ears alert. a loud bang resounded from the musky walls, damp with neglect. what could it be? he thought he was totally alone.”

or in opinion articles:

“he has five private homes, all paid for by the average struggling tax payer. why should we allow this frivilous wasting of our money? how does it benefit us?”

when the author asks such questions, he/she isnt looking for an answer, which makes it rhetorical. the questions serve to add tension or emotion to a situation or piece, and convince the reader of what the writter is telling them. in the story, the question leads the reader to wonder what has made the noise, and puts them on edge. in the opinion piece, the questions allow the writter to get the reader on side.

rhetoric devices are mainly a persuasion technique.
