Irony is when something is said in a humerous, sarcastic, wry, or satirical way to point out the pointed difference or incongruity between what is expected and what actually is.
In this quote, it is sarcastic to refer to the mob as wild animals (man and animals are usually considered to be at opposite ends of the spectrum).
Wild animals tamed by an 8-year-old child forms a humerous image (child small, weak, innocent, etc.).
It is wry humor to suggest a police force (big, strong, armed, aggressive) of children (small, young, innocent, weak).
