If these people are indeed on the coast (toes in the water) and we are talking about coasts such as Pacific coast and Atlantic coast then it is either theoretically impossible or it is not limited to a single pair of states. Since there is an East coast in AK and a West coast in Ca, Or, & Wa, that would be a possibility. You could also be on the East and West coast of Lake Michigan and meet the criteria presented.
