To whom was Noli Me Tangere by Rizal intended for?

This is my Filipino HW, and it’s due 2 days from now. I really need help!!! I don’t know if the one above is really the translation of what we’re suppose to find, but the real statement in Tagalog is..

“Magsaliksik ng Pag-aalay ng Noli Me Tangere”

for me, i think it’s for which person did Rizal do the novel on.

Please help! Really need it!

In his novel, Rizal has given a sort of encouragement to his countrymen to struggle against their bad qualities, and afterwards they have reformed.
