Suppose a bill arrives on the desk of the president of the United States?

It originated in the Senate. He decides on a pocket veto. This will be possible for him only if

A. Congress is about to adjourn.

B. the House still has the bill in committee.

C. the Senate is in recess, but about to convene.

D. the House has not passed the Senate

The answer is A. The Constitution grants the President 10 days to review a measure passed by the Congress. If the President has not signed the bill after 10 days, it becomes law without his signature. However, if Congress adjourns during the 10-day period, the bill does not become law.
