when waste water is “cleaned” have the pollutants that are removed from the water actually been “cleaned up”?

no. the pollutants have been removed not cleaned up.

when waste wtaer is cleaned the pollutants have either been filtered out of the water by osmosis or simple filters or the harmful parts have been nutralized by chemicals into acceptable drinking water
