The north is the obvious answer because of the booming industry and munition plants were few if non existent in the southern states at the beginning of the war.

The South had a better chance of winning the Civil War. The South had more trained Generals, in fact, the best General (Robert E. Lee) and the fighting mostly occurred in the South, where they would have the upper hand in knowledge of the terrain and tactics that could cut off supply lines from the North.
