I can give you dozens of ways to determine slope. Measure the rise and the run of a given distance and divide. Use a protractor. Use surveying equipment other than an inclinometer. Put an object of known shape (say, a solid iron ball) on the slope and let it roll down. Measure its acceleration and calculate the slope necessary for gravity to do that. And so on and so on and so on.

Some of those will be more accurate than an inclinometer, some will be less. Are you sure that was all the question asked, and you weren’t given any more information than that?
