In the Middle Ages and Renaissance, poetry was seen as something people could learn to do, as in: if you have knowledge about the techniques (taken from rhetorics and poetics, Greek philosophers) you can write poetry. Writing poems was about using he proper writing techniques, using schemes etc.

Starting roughly in the late 17th and 18th century was the notion that one cannot “learn” poetry. It is in yourself, you feel the need to express yourself and do so via poetry.
