I believe this is most likely to mean
1 multiplied by the square root of 9,
which is more usually written on here as:
1 * sqrt(9).
7 x 4 = 28
sqrt(9) = 3
1 * sqrt(9) = 3
Adding 28 and 3 gives 31.
