This paper is 8 1/2″ by 11″ it cannot be perfectly folded into squares. 20 squares can be configured as 4 rows of 5 squares.
Take the 81/2″ side and fold in half twice, this makes each side the length of 2.125″ (or 8 1/2 divided by 4). You will need to take this length, measure it, and fold the long side which is left from the first folds into five of these. This will yield a length of 16.625″ (2.125″ times 5). You will have .275″ left over, but the will have your 20 squares.

This is not doable unless you bend some rules, like cutting the paper, accepting rectangles (not squares),not folding double, etc.
