Help with English?

Can you tell me what this quote by Ralph Waldo Emerson means?

“Nature loves analogies but not repitions” -what effect did using an analogy have?

What type of rhetorical strategy or style element is this?

“But i hear the outcry which replies to this suggestion—Would you verily throw up the reins of public and private discipline; would you leave the young child to the mad career of his own passions and whimsies, and call this anarchy a respect for the child’s nature? I— answer respect the child, respect him to the end, but also respect yourself.”

I thought this was a rhetorical question because i’m suppose to focus on the “would you …….nature” part, but then he goes on to answer it so is it a rhetorical question? or what is it?

Thankyou!
