The simplest solution is to have a rolling ball. Make a cubical box of about 8 cm each side with a sloping bottom and open top. Make the vertical face next to the lower end of the sloping bottom capable of being raised (Like for animal cages). Place a 6.3 cm dia steel ball (weight 1 kg) on the sloping floor. The ball will rest against the movable face.

Place the box on a smooth hard surface (wood, glass, or metal table top). raise the shutter face. The ball should roll down and move easily 1 meter.

I would create a basic cart-type body. Attach an elastic band to the front of the vehicle at one end, and to the rear axle at the other. Then all you need to do is turn the rear wheels in reverse, winding the band around the axle, until the elastic is tight, set it down, and let it go.

It will take some experimentation to determine how tight the elastic band needs to be in order to travel the desired distance.

p.s. You could also use multiple bands to provide greater force, but make sure they are all of the same approximate length.

I’d make a little cart with a wind-up propeller on the back.
