Who *should* be ultimately responsible for the social education of a child? Who should be culpable (not always the same entity, an early sign of dysfunction)?
What entities (parents, teachers) are capable of doing the job?
In my opinion, parents bear the ultimate responsibility. Schools are merely one educational channel, not a final solution. Teachers are already overloaded (one reason I do not teach at that level), and should not be saddled with holistic responsibility for this aspect of a child’s education. The school simply cannot address the variety of desired outcomes for the range of students for whom they’re responsible.
