One is past tense, “Did you go to the Mall”, and the other might be, “Do you go to the Mall”. You are asking a question regarding the Mall. You could say “Have you been to the Mall”? or “Are you going to the Mall”?

Past tense is when one refers to what has already taken place, the person had visited. Future tense would be, one is going to visit. Present tense would be, one is at the Mall now.
