I would say: no.

First, you would have to rearrange this equation to resemble, y in terms of x (assuming that the ‘2’ is an exponent):

x^2 + y^2 = 64

=> y^2 = 64 – x^2

=> y = √(64 – x^2)

Then, you would have to say:

y = f(x), and f(x) = √(64 – x^2)

Now, mathematically speaking, y is a function of x.
