In Afghanistan women cannot do much of anything and have to wear rags. In India, there is a caste system that makes it very difficult to do what you want to do and are usually born into a career, which may be a professional garbage collector. I even saw some documentary about the lowest level members of the caste sytem picking up human crap. Western Culture makes for powerful nations, the Japanese are the only Asian Country that aggressively attempted to adopt to our culture and became and economic powerhouse. Western culture values democracy and stimulated the development of many different ideas, which the Chinese are very good at stealing, because their culture discouraged individualism and ideas. The list simply never ends.

In many ways: shared language, traditions, beliefs, subcultures. People that move to other countries that try to keep their culture going are often outsiders. The war that is going on right now? Because of different beliefs… etc.
