no because with snow and ice is a prepositional phrase and doesn’t need commas

and the second answer is WAY wrong, i hope that was a joke

I’d go with answer 1 because “with its snow and ice” is an insertion phrase that could be left out and still leave a perfectly good sentence.

The commas (as in the first answer), while possibly optional, are reasonable. As for your question, yes, all sentences need punctuation, even if it’s just at the end (in this case, a period). 🙂
